crisis in public education

This is in one of the poorest school districts in Pennsylvania.  Chester, Pennsylvania is where there was a curfew imposed by the police last year because of all the shootings that were going on. 

It is expected that 5 more school districts in Pennsylvania will be in the same situation as Chester-Upland this year.
